Transboundary movement of hazardous waste requires prior written consent from the competent authorities of all countries concerned before movement commences (Prior Informed Consent — PIC procedure). This notification triggers the PIC procedure under the Basel Convention and Fiji's Environment Management (Waste Disposal) Regulations.
